Professor Loren Collingwood analyzes United States’ politics and opinions surrounding sanctuary cities. President Trump highlighted anti-sanctuary policies during the 2016 presidential campaign. He used the case of Jose Ines Garcia Zarate to amplify the narrative around sanctuary cities being unsafe. In July 2015, Jose Zarate shot and killed Kathryn Steinle.
